obRig is an autorigging MEL script in the form of a Maya shelf, and is essentially what I like to call my graduating thesis (I'm graduating this quarter). To install, just go to "Load Shelf" and navigate to the .mel file. I have only used this on Maya 8.0 and 8.5, but as far as I know it should work on other versions.
Designed ideally for the type of person who hates rigging, it includes three main steps and you're done, plus several extra steps to help skin your character, customize your SDK and create a Character Set. As far as I know, it's the only free auto-rigging script with the bonus of facial rigging; I've used rough-draft versions of this for my last three rigs, and haven't missed Blend Shapes one bit.
