First of all thanks for downloading i think you are using Maya 2009 i did this rig in Maya 2011.
Maya 2011 rig have some problem while running in 2009 because of new features in rigging.
I mentioned it in the post that Rig is for Maya 2011. You'll have to install Maya 2011.
