Soft Cluster EX is a python and c++ based tool for converting soft selection to cluster or joint, supports common types of deformable geometry(e.g. polygon,nurbs ,subdiv and lattice) with a lot of advance features.

I found a bug with this tool, if your working in Meter scale in your scene and try and add a soft cluster the cluster doesn't get applied to the mesh, instead its offset way way out from the object. To fix this I simply changed the Scene scale to Centimeters and now it works properly. Possibly something to add to this great tool to look at scene scale upon cluster generation
