Outliner/Sets dont show up

The Outliner + Sets panel dont show up.

If I run DockedOutliners; nothing happens

If I run userSetup.me I get this error: // Error: "C:\Users\Mario\Documents\maya\2016\scripts\userSetup.mel" line 8.24: Invalid redeclaration of variable "$dockedOutliner" as a different type. //

If:

1- Rename userSetup.mel to userSetup_.mel
2- Start Maya
3- Source userSetup_.mel

Panel appears.

1- Quit Maya
2- Open Maya

Panel is not there.

This problem will be fixed by checking if Maya use the correct userSetup.mel provide whit May9: whatIs userSetup.mel If not, please merge the two userSetup.mel contents.
